. mike, great to see you, big story today. thank you. >> thank you. jon: so for more on president obama's effort to unite senate democrats to help push through through his second term agenda, let's bring in our man juan williams. he is a fox news political analyst. what is going on hine closed doors? is this a little arm-twisting by the white house? what is this exactly, juan? >> it is arm-twisting, jon because right now the president is trying to get democrats in line for an alternative plan for spending cuts and some tax hikes that would avoid the sequestration set to hit march 1st. the idea here, jon, is that the economy is pretty fragile. we know from the end of last year when defense cuts took effect it had the effect much dragging down the economy during that last quarter. so the president wants to avoid that. he is saying we can't simply cut our way to growth. we have to have some investments in spending, for education and defense, for example. but he wants the democrats to come up with an alternative to this strong, across the board sequestration cut. jon: chris stirewalt pointe

for a minute and a half. mr. fleischmann: thank you, mr. chairman. i rise in support of require a plan act. every year the president is supposed to submit a budget the first monday in february. yesterday president obama missed this deadline for the fourth time in five years. mr. chairman, the american people know what it's like to work through tough times and to live on a budget. when my wife and i started our small business, we made only $50 the first month. we worked hard and made sacrifices to live within our means. families across this great nation are still doing that, and it's embarrassing that the president and senate democrats refuse to put forth a plan. republicans have produced a budget that made tough choices but reduces our debt and achieves fiscal responsibility. the require a plan act demands that the president explain to the american people how he intends to do the same. the great people of our nation deserve at least that. thank you, mr. chairman. i yield back. the chair: the gentleman yields back. the gentleman from maryland reserves? the gentleman from georgia. mr. price:

[captioning performed by national captioning institute] [captions copyright national cable satellite corp. 2013] >> a story on the politico shows some of the reaction to president obama's budget cuts, saying that the plan appears to be dead on arrival. the house armed services committee is quoted as saying, "i am flabbergasted. until the president addresses the real problem, he is just whistling in the wind." the story goes on to say that this was the latest salvo in the never ending fiscal battles. this latest offensive lacks the urgency of the compromise, and congressional publicans are no longer in a compromising mood on taxes. there was another fiscal issue on the house floor today, on a measure that would require the president to submit a plan for balancing the budget to congress by april 1. a congressman of georgia is a sponsor of the legislation. here is some of that debate. wish it didn't come to this. president obama has a legal and a moral obligation to offer solutions to our fiscal challenges. s

recognizes the gentleman from california. mr. takano: thank you, madam chair. madam chair, i'd like to call this the don't shift blame amendment. the bill before us today tries to blame president obama for all our fiscal woes. judging by the language of this legislation, i'm convinced that house republicans live in a world where our entire national debt suddenly appeared on january 21, 2009. but let's be clear. our debt was not created by the president alone, and while the president may be responsible for sending us a budget blueprint, it is ultimately congress that holds the power of the purse. i think my colleagues on the other side of the aisle are forgetting a key part of our job. the president does not pass budget, nor does he appropriate funds. congress does. my amendment makes a simple change to the finding section of the bill that clarifies that congress has the constitutional responsibility to fund the federal government. now, i can guarantee that when the majority introduces its budget this month it will be so extreme that it has no chance of passing both houses. the republican ma
